ASEAN collaborates for swift cargo clearance, inspection

An arrangement that will quicken cargo clearance and prioritize treatment for cargo inspection for goods was signed by all member states of the Association of Southeast Asian Nations (ASEAN).

These member states signed the Mutual Recognition Arrangement (MRA) of their respective Authorised Economic Operator (AEO) Programmes, which seeks to provide a predictable and transparent trading environment among these countries.

This ASEAN AEOMRA, or AAMRA, will ensure that the certification standards of these countries’ customs agencies are compatible with the principles and standards of the World Customs Organisation SAFE Framework of Standards to Secure and Facilitate Global Trade.

One benefit of this arrangement includes the increase of savings that arises from improved predictability of cargo movement.

Once the administrative procedures are finalized, six ASEAN member states, namely Brunei Darussalam, Indonesia, Malaysia, the Philippines, Thailand, and Singapore, will start a six-month pilot implementation of the AAMRA by the end of 2023.

Full implementation is expected to start by by the third quarter next year, while remaining four ASEAN member states are expected to commence during the second pilot implementation also next year.

Dr. Kao Kim Hourn, ASEAN’s secretary-general said that the AAMRA enables the seamless movement of goods within ASEAN to promote economic development and growth.

“It will play a vital role in strengthening supply chain connectivity as businesses would enjoy increased cost savings due to reduced administrative burdens and better predictability of cargo movement,” he added
