The upcoming Barangay and Sangguniang Kabataan Elections on October 2023 have been much-awaited after being postponed for multiple times. All candidates and the Commission on Elections (COMELEC) in both local and national levels, local government units (LGUs), the Philippine National Police (PNP), and other governments agencies are gearing up for the polls. These instrumentalities are doubling their hard work to guarantee that the elections will be conducted in a secured way and that the candidates and voters will be safe in the entire duration.


Ultimately, we are at this point where we need to be laser-focused on ensuring that all those who will win in the upcoming Barangay and SK Elections are well-equipped as they assume their posts especially that we are only expecting a two-year term. With the lesser time for public service, all bases must be covered in training the barangay and SK officials who are the most direct public officials serving their corresponding constituencies. 


The Local Government Academy (LGA) has already hit the ground running and is on its way to finalize the modules and trainings for those who will win the Barangay and SK Elections. There is a pressing need to stress that these materials and upcoming trainings should not be seen in a one-size-fits-all manner. We know for a fact that there will be new entrants and returnees. There is a herculean duty from the LGA to ensure that all the modules and trainings are tailor-fitted to the kind of victor who will assume the seat. 


This way, we can address the long-standing issues of barangay and SK officials forgetting certain mandates which eventually leads to more serious complications in the communities. For instance, many barangay officials do not know about their duty to have a database of all their constituents who are working as kasambahay pursuant to the Kasambahay Law. In the ongoing case of Elvie Vergara, the domestic worker allegedly abused by her employers, it became crystal clear that the barangay captain does not have such list. 


The story that will unfold as soon as the new set of Barangay and SK Elections should be of top concern right now as there is time left to fill in a good narrative that can change the life of every barangay. In a country like the Philippines where we operate in barangay units improving governance can guarantee better lives for the Filipinos.
