DepEd issues guidelines on selection of Senior High School TVL specializations
The Department of Education (DepEd) has issued guidelines on the selection of Senior High School (SHS) Technical-Vocational-Livelihood (TVL) specializations.

In DepEd Order No. 54 s. of 2022 signed by Vice President and Education Secretary Sara Duterte, the issuance of the guidelines aimed to “institutionalize the steps to be undertaken” by Schools Division Offices (SDOs) and TVL SHSs to identify the TVL specializations to offer.
“These guidelines shall be anchored on the principles of learner-centeredness, relevance, disaggregation, and localization,” DepEd said.
DepEd furthered that the process provided shall “guide schools in organizing and analyzing data from learners, national, regional, and local development priority documents and data sources.”
These guidelines also aim to guide the capacity of SDOs and schools to offer identified TVL specializations.
“Results from the analyses of these data will help SDOs and schools decide on which TVL specializations to offer,” DepED said.
Meanwhile, DepEd noted that private schools and state universities, and colleges that offer SHS TVL may adopt this policy.
The procedures outlined in these guidelines, DepEd said, will take effect starting School Year 2023. The offering of the streamlined list of TVL specializations, on the other hand, will be implemented from School Year 2024 onwards.
Through this policy, DepEd said that SHSs shall offer SHS TVL specializations “appropriate” to learners' preferences, local and national development plans, and school and SDO capacity.
As a result, DepEd explained that learners will be ready for any of the four exits of SHS: employment, entrepreneurship, middle-level skills development, and higher education.
