Mayor Francis backs call for PNP generals, colonels to tender courtesy resignations
San Juan City Mayor and Metro Manila Council (MMC) President Francis Zamora expressed his support to Secretary of the Interior and Local Government (SILG) Benhur Abalos' call for all generals and colonels of the Philippine National Police (PNP) to file their courtesy resignations as part of the national government's efforts to cleanse the police ranks of personnel involved in illegal drugs.
Abalos made the call on Wednesday, Jan 4, following reports on the resurgence of the so called "ninja cops" or those involved in the recycling of illegal drugs, such as what happened in the Manila drug bust operation wherein a police sergeant assigned to the intelligence unit of the PNP Drug Enforcement Unit was tagged as one of those involved in the selling of almost a ton of shabu.
"Secretary of the Interior and Local Government (SILG) Benhur Abalos asked officials of the Philippine National Police from full colonels up to generals to file courtesy resignations and allow a five-person committee to review their records and conduct background checks specifically to determine their involvement in the illegal drug trade. This call to cleanse the service was made in order to safeguard the integrity of public service and restore public trust and confidence in the Philippine National Police (PNP)," Zamora said.
"As the Local Chief Executive of the City of San Juan, I was able to join the PNP, the Philippine Drug Enforcement Agency (PDEA), and our barangay captains on the ground giving me a good grasp of the dangers brought about by the illegal drug trade. Since I took office in 2019, we already have 18 barangays declared by the anti-illegal drug agencies as drug-cleared and the remaining 3 barangays have recently been provisionally drug-cleared as well. With this, San Juan City is on track to being a drug-cleared city by the first quarter of 2023," he added.
The mayor said the city government of San Juan supports Abalos' initiative to cleanse the PNP top brass, adding that "with Sec. Abalos' call for courtesy resignations comes a process of review by a committee which will ensure that due process will be observed and their work continues until the courtesy resignations are accepted."
The MMC also expressed its support to the secretary's call through the passing of the Metropolitan Manila Development Authority (MMDA) Resolution No. 23-01, Series of 2023.
"The Metro Manila Council composed of the MMDA Chairman, the 17 Metro Manila Mayors and the representatives of the Metro Manila Vice Mayor's and Councilor's Leagues supports it as well as there is already a majority vote as of this statement," Zamora declared.
"These reforms are necessary in order to regain the trust and respect of the people for the PNP as well as to recognize the hard work and sacrifice of the police force in achieving a drug-free Philippines," he added.
