The Philippine Army (PA) and the Royal Cambodian Army (RCA) have signed an agreement that will develop their future collaborations.

PA Commanding General, Lt. Gen. Romeo Brawner Jr. and RCA Commander, Lt. Gen. Hun Manet signed the army-level Terms of Reference (TOR) in a virtual meeting last Thursday, Jan. 19.
“The TOR signing was a result of continuous bilateral talks and engagement between the Philippines and Cambodia armies since 2019,” Col. Xerxes Trinidad, PA spokesperson, said Friday, Jan. 20.
A PA-RCA army working group will be established to “develop and plan army-to-army exchanges and activities that will further sustain the engagement of both armies.”

“I am certain this TOR signing will truly open new windows of opportunities for our armies for enhanced defense and security collaboration and mutual organizational growth,” Brawner said.
In April 2022, Brawner and RCA deputy commander Lt. Gen. Mao Sophan discussed the fostering of stronger ties between the two armies on the sidelines of the 2022 Asian Defense and Security (ADAS) in Pasay City.
The officials had talked about the creation of an army working group between Manila and Phnom Penh that would serve as a basis for future army-to-army exchanges and bilateral activities.
Brawner had also offered to host RCA officers who are willing to undergo the Command and General Staff Course handled by the Armed Forces of the Philippines (AFP) Command and General Staff College.
