Arroyo, Marcos among top legislators in opinion survey


A survey conducted by the RP Mission and Development Foundation Inc. (RPMD) analytics team last December 2022 showed Pampanga 2nd District Rep. Gloria Arroyo and Ilocos Norte First District Rep. Sandro Marcos were among the top-performing district representatives in the country.

According to the survey, which was based on 10,000 random respondents, the top district representatives were Arroyo and Cavite First District Rep. Ramon Jolo Revilla III, who both got 95 percent job performance ratings.

Cebu-based legislators from the Garcia-Frasco clan—Reps. Duke Frasco and Pablo John Garcia—both received a 94 percent performance score and secured the second spot in the ranking.

Reps. Kristine Meehan-Singson of Ilocos Sur 2nd District, Sandro Marcos of Ilocos Norte First District, and Toby Tiangco of Navotas City were tied for third place with 93 percent assessment points.

In fourth place are Lorenz Defensor of Iloilo 3rd District with 92 percent, while Joey Salceda of Albay 2nd District, Gerryboy Espina Jr. of Biliran, and Ando Oaminal of Misamis Occidental 2nd District placed fifth with 90 percent.

Other top district representatives are Reps. Adrian Amatong of Zamboanga del Norte 3rd District (88 percent), Claude Bautista of Davao Occidental Lone District (87 percent), Eric Yap of Benguet Lone District (87 percent), Eddiebong Plaza of Agusan del Sur 2nd District (86 percent), Baby Aline Alfonso of Cagayan 2nd District (86 percent), Ton Acharon of General Santos City Lone District (84 percent), and Zia Alonto Adiong of Lanao del Sur First District (78 percent).

The RPMD analytics team identified the top-performing public officials in the country out of 148 city mayors, 253 district representatives, and 81 governors by conducting extensive statistical research following the publication of the country's top national and Cabinet officials.

According to Dr. Paul Martinez of RPMD, public officials who excelled in "constituent service" and service to the nation deserve to be congratulated and commended for their exceptional performance.

Aside from district representatives, the RPMD also ranked the country’s top-performing city mayors.

Quezon City Mayor Joy Belmonte emerged at the top spot with a job approval rating of 95 percent. She is followed by Candon City Mayor Eric Singson and Mandaue City Mayor Jonas Cortes, who both received a 94 percent approval rating.

Sta. Rosa City Mayor Arlene Arcillas came in third with an 88 percent, while Baguio City Mayor Benjamin Magalong is fourth with 86 percent.

Mayors Nacional Mercado of Maasin City and Lucy Torres-Gomez of Ormoc City tied for fifth place with an overall performance of 85 percent.

They were followed by: Mayors Jerry Trenas of Iloilo City (83 percent), Art Robes of San Jose Del Monte (82 percent), Geraldine Rosal of Legazpi (81 percent), Indy Oaminal of Ozamiz (80 percent), Ronnie Lagnada of Butuan (78 percent), Baste Duterte of Davao City (77 percent), Sammy Co of Pagadian (75 percent), Darel Uy of Dipolog (75 percent), Lorelie Pacquiao of General Santos City (73 percent), Marilou Morillo of Calapan (72 percent), and Bruce Matabalao of Cotabato (70 percent).

Meanwhile, the top-performing governors, according to the survey were Dakila "Dax" Cua of Quirino Province with 91 percent, Gwen Garcia of Cebu and Matthew Marcos Manotoc of Ilocos Norte with 90 percent, Jonvic Remulla of Cavite and Dodo Mandanas of Batangas with 89 percent, Toto Defensor Jr. of Iloilo with 88 percent, and Susan Yap of Tarlac with 87 percent.

The other top provincial governors were Peter "Sr. Pedro" Unabia of Misamis Oriental (85 percent), Henry Oaminal of Misamis Occidental (85 percent), Sharee Ann Tan of Samar (83 percent), Edwin Jubahib of Davao del Norte (82 percent), Ma. Angelica Amante of Agusan del Norte (81 percent), Antonio Kho of Masbate (80 percent), Bonz Dolor of Oriental Mindoro (78 percent), Nene Jalosjos of Zamboanga del Norte (76 percent), Lala Taliño-Mendoza of Cotabato (74 percent), Bombit Adiong Jr. of Lanao del Sur (72 percent), and Melchor Diclas of Benguet (70 percent).

The "Boses ng Bayan" is an independent and non-commissioned national performance evaluation survey.

For 2022, the survey was conducted from Nov. 27 to Dec. 2, 2022 in each city or district in each region.

It was based on 10,000 random respondents among the 65.75 million registered voters between 18 and 70.

The sample employs a plus-or-minus one percent margin of error and a degree of confidence of 95 percent.
