Immigration Commissioner Norman Tansingco said Yoshiyuki Nishio, 59, was caught earlier changing the plate number of a car at the premises of the BI detention facility in Bicutan, Taguig City in violation of the Land Transportation and Traffic Act.
The fugitive, who used Kenjie Kimura as an alias, presented an alleged fake driver's license.
Information from Japanese authorities showed that several arrest warrants were issued separately against Nishio by the Tokyo and Osaka Summary Courts in 2022.
Nishio reportedly disguised as a police officer and a staff member of the Financial Services Agency to scam Japanese nationals into giving their bank details.
