Muntinlupa passes resolution supporting PNP, DILG’s Kasimbayanan, BIDA programs 


Muntinlupa Mayor Ruffy Biazon signed a resolution approved by the City Council supporting the implementation of the Philippine National Police (PNP) and the Department of the Interior and Local Government’s programs on community relations and campaign against illegal drugs.

Resolution No. 2023-187 adopts and supports the PNP’s Kasimbayanan (Kapulisan, Simbahan at Pamayanan) and the DILG’s BIDA (Buhay ay Ingatan, Droga'y Ayawan).

The Kasimbayanan is a joint effort of the PNP, the Church, and the community, “which aims to promote camaraderie towards a progressive and peaceful community.”

According to the resolution, “the said program aims to strengthen the collaborative partnership between the PNP, the Church and the general public to maintain integrity and transparency in the conduct of police administration and operation, as well as to show unwavering commitment to the cause of Human Rights (HR) and adherence to the rule of law.”

It added that “in the implementation of the said program, conduct of orientation and seminar to the constituents and concerned communities in the City of Muntinlupa are needed to ensure the strong bond and relationship of the local authorities, the people and groups in the community.”

The BIDA program, on the other hand, “aims to reduce drug demand through empowering communities, engaging them in anti-illegal drug activities. raising public awareness on the ill-effects of drugs to reduce drug proliferation and destigmatize drug addiction at the community level. Further, the program aims to boost public awareness on various government's efforts to combat the anti-illegal drugs problem.”

The resolution stated that “the successful illegal drugs demand reduction is a collective action focused on the grassroots while targeting not only rehabilitation, but also prevention by fostering anti-drug education at every level, from national programs to barangay activities and even school events.”

The Kasimbayanan and BIDA programs conform to the Kapayapaan/Kaayusan Program of Biazon under his 7K Agenda, it added.
