CHR starts own probe on killing of Cagayan barangay chairman

The Commission on Human Rights (CHR) has denounced the "brazen and arbitrary" killing of Richard Biraquit, barangay chairman of Sto. Domingo in Piat, Cagayan, last Jan. 23 as it decided to conduct its own investigation.

Citing police reports, the CHR said that Biraquit, 57, was on his way home with his wife when he was attacked by unidentified gunmen in the vicinity of Sitio Malasat.

It said that his wife took Biraquit to the Nuestra Señora De Piat District Hospital after the shooting incident but he was declared dead on arrival.

The CHR said “the attack against Biraquit is an affront to human dignity and rights.” It welcomed the efforts of the Philippine National Police (PNP) in searching for the suspects and determining the motives for the crime.

"CHR stands with Biraquit's family in their search for justice. Biraquit is a known leader and agricultural innovator whose projects and efficiency earned him multiple recognitions in both provincial and national government levels, including a National Gawad Saka Award from the Department of Agriculture in 2017," the CHR said.

It warned that the case of Biraquit, the other killing incidents and other forms of human rights violations “worsen the human rights situation in the country, and it is the responsibility of the state to protect every person's life and ensure their security.”

It stressed that it is also the obligation of the government “ensure that perpetrators of violence are held to account.”
