Muntinlupa mayor wants vlogger declared persona non grata for 'picking up' woman


Muntinlupa Mayor Ruffy Biazon has called the City Council to declare a foreign vlogger and YouTuber persona non grata (unwelcome) after one of his videos showed him picking up a girl in Alabang, taking her to a motel, giving her P1,000 as “help” and kissing her.

During the flag raising ceremony on Jan. 9, Biazon also called on the police to step up efforts against human trafficking, particularly prostitution, that is happening in Muntinlupa.

Biazon said the YouTuber, who appears to be a German national, should be declared unwelcome in Muntinlupa for the video he took and posted on his YouTube channel and Facebook account.

The mayor said he was tagged in a Facebook post on Jan. 8 about the YouTuber’s video.

“Sa una, akala ko papakita pa niyang nagmamagandang loob siya na tinutulungan yung 18-year-old single mother na mabigyan ng kaunting panggastos. Akala ko ang ending ay kunwari dinala niya ito sa kwarto tapos bibigyan nya ng pera tapos hahayaan na niya. Pauuwiin na niya, binigyan ng aral. Obviously hindi iyon ang nangyari. Meron pang scene na pinost sa kanyang vlog na nagtalukbong sila dun sa kumot (Initially, I thought he was doing a good deed by helping the 18-year-old single mother and giving her money to spend. I thought the ending would be him bringing the woman to the room and then he would give her money and let her go. He would send her home after lecturing her. Obviously, this did not happen. There is a scene that he posted on his vlog where they were hiding under the sheets),” said Biazon.

The mayor said, “Ang parang lumalabas sa akin, parang napopromote na dito sa Muntinlupa, with P1,000 may makukuha ka (For me, it seems that it is being promoted that in Muntinlupa, with P1,000 you can get ). That is something we should not tolerate.”

The vlogger also posted to encourage others to be in his videos.

“Who wants to be the next girl for my content?! Tara na pm me!!!” he wrote.

“Obviously, pinagkakakitaan niya rin ito. Ang masama dito, he is actually promoting prostitution (Obviously, he is making money out of this. The bad thing is he is actually promoting prostitution),” said Biazon.

In his Facebook post on Jan. 7, the vlogger said he met an 18-year-old “pick up” girl in Alabang, Muntinlupa. He brought her to a motel where he gave her P1,000 as assistance.

He posted a “disclaimer,” saying that his vlog is meant to help Filipinas.

“Disclaimer: the intention of this vlog is to help Filipina girls like her who can't afford daily essentials like food or gatas for her baby...I want to use this platform to share her story. I'm sure many girls are in the same situation like her,not enough money for food, gatas, diaper etc ...I hope she will use the 1,000 pesos wisely!!!!” the vlogger wrote.

In the video, the vlogger asked the 18-year-old, “Hey miss, magandang gabi. Magkano? (Hey miss, good evening. How much ?”

“P1,000 sir all-in, tatlong oras po (for three hours),” the girl replied.

They went to the motel, ate, and talked while he asked her about her circumstances.

“I want to help you,” the vlogger claimed.

After eating, they went to the motel room. The woman changed into a sexy outfit.

“Wow, you look amazing. Wait, can you stay there? So amazing, so beautiful and cute,” he said while taking a video of her.

He told her, “Okay, you can lay down now on the bed.”

On the bed, they held hands and then he took off his shirt. She tugged down his shorts and then he said, “It’s a prank!”

“I mean, I’m actually not here to have sex with you,” he told her.

The video also showed they kissed and hid under the sheets. While kissing her, the vlogger told her, “You deserve the money. You are such a nice girl.”

“Salamat sir. You are so bait (Thank you, sir. You are so kind),” she replied.

“You are welcome naman,” he said.

He told her it was already 6:50 a.m. and “we must check out.”

The vlogger accompanied her to the jeepney stop and told her, “Ingat (take care).”

His Facebook video was shared more than 4,600 times and garnered more than 6,700 comments.

“Sorry but this video is inappropriate. You don't need to take her inside the room and ‘make out.’ You paid her for that, dude. You're NO DIFFERENT from other men who pay for sex. This is wrong in so many levels,” one netizen commented.

Another wrote, “This video should be reported! If your intention is genuine - to help this lady, this content shouldn’t be on social media. You used her for your advantage to get more likes and subscribers, worst, you will probably get paid more than what you have given to this poor girl. Such a disgrace(ful) action! You're humiliating not just this girl but our country for posting such a video!”

Biazon said he has coordinated with Muntinlupa police chief Col. Angel Garcillano to study “how we can pursue this guy.”

“We have to take a tough stance on this. It goes beyond Muntinlupa so we will be pushing for this,” he said.

He added, “To the City Council, may I request, number one, that this person be declared persona non grata in Muntinlupa City.”

Biazon also called on the Muntinlupa police to be more proactive in their efforts against human trafficking after a raid was conducted in an establishment in the city where people were arrested for human trafficking of minors related to prostitution.

“Isang seryosong problema ng lipunan na hindi natin dapat palampasin (A serious problem of society that we cannot let pass),” he said.

He added, “The fact na may pag-raid na ginawa dito (the fact that a raid was conducted here), we cannot deny that business is going on –human trafficking.“
