The Muntinlupa City Council approved a resolution on Monday, Sept. 5, recognizing the late Lt. Reynaldo Samson as an outstanding citizen of the city.

Councilors also passed an ordinance giving P100,000 as financial assistance to Samson’s family and approved another resolution condemning his killing and calling on the Philippine National Police to spare no efforts in bringing the perpetrators to justice.

According to Majority Floor Leader Raul Corro, all the three measures were unanimously passed by the Muntinlupa City Council.

On Aug. 30, Samson, chief of the Ampatuan Municipal Police Station in Maguindanao and a Muntinlupa resident, and Cpl. Salipuden Endab, were on their way to serve a warrant of arrest in Barangay Kapinpilan in Ampatuan when they were ambushed and killed by armed men.

In the resolution, the Muntinlupa City Council said Samson, 40, “was one of the distinguished pioneer students of the Muntinlupa Polytechnic College (MPC) which was later converted into a local university known as the Pamantasan ng Lungsod ng Muntinlupa or PLMun.”

It added, “Samson was a product of public education system in our city, having finished his primary education at Alabang Elementary School, his secondary education at Pedro E. Diaz High School, his tertiary education at MPC where he earned two degrees in secondary education and criminology.”

Samson, the resolution stated, “pursued post-graduate education and earned masters degrees in educational administration in PLMun; public administration in Laguna Northwestern College; doctor of christian education at Theological Seminary ; and doctor of philosophy degree in peace and security administration at the Bicol University in Legazpi City; Whereas, he became a teacher and taught at PLMun, Philippine Public Safety College, Laguna Northwestern College, and Philippine Christian University.”

At PLMun, he “also taught human resource management and transformational leadership in the master of arts in education program; Whereas, he also became president of the MPC-PLMun Alumni Association and as such, sat as member of the Board of Regents representing the alumni.”

Samson joined the PNP in 2005 and became a lieutenant and chief of the Ampatuan police on Sept. 21, 2021.

According to the resolution, “he was considered a security specialist and former member of the Presidential Security Group ( PSG ) and before he was appointed chief of police of Ampatuan town, he was deputy chief of police of Parang Town, also in Maguindanao.”

It added that “his sudden and untimely death generated many spontaneous outpouring of sympathies, expression of love and admiration from his former students, classmates, and fellow alumni as well as from his fellow Muntinlupeños.”

“Whereas, his achievements as a student and teacher as well as a police officer earned the respect and admiration of his fellow Muntinlupeños, despite the fact that he came from humble beginnings and he proved that poverty is not a hindrance to attain one's goals thru sheer hard work and determination. Whereas, such personal achievements is a good example of a model citizen and should be emulated by our fellow Muntinlupeños, most especially the youth of Muntinlupa City,” it added.

It stated, “Now, therefore, be it resolved, as it is hereby resolved that a resolution be passed recognizing the late Police Lieutenant Reynaldo Orcine Samson as an outstanding citizen of Muntinlupa City for his achievements and record of service to our city and our country.”
