On the P2.4-B laptop deal: DepEd looking into officials committing 'ultra vires' acts
As part of its efforts to resolve the controversial P2.4 laptop issue, the Department of Education (DepEd) is conducting an internal investigation to find out if there are officials who might have acted beyond their authority.

Education Spokesperson Spokesperson Michael Poa, in a sideline interview after the joint presser of DepEd and Office of the Vice President (OVP) on Friday, Sept. 29, said that the agency is currently conducting an “internal probe” related to the P2.4 billion laptop issue.
“We are looking at possibility of some officials of DepEd committing ultra vires acts or beyond their authority,” Poa said when asked to comment on the upcoming Senate Committee report on the issue.
The Senate Blue Ribbon Committee on Sept. 29 held the fourth hearing into the laptops procured by the DepEd which were flagged by the Commission on Audit (COA) to be “outdated yet pricey.”

“On the part of DepEd, we already done two things: fraud audit from COA and we are also doing our internal investigation,” Poa said.
Poa noted that the possibility of having DepEd officials, former and current, committing acts beyond their authority is still in the “investigation stage.”
DepEd, he added, is also waiting for the COA fraud audit which was requested earlier by Vice President and Education Secretary Sara Duterte.
