Business as usual for House committees even during recess


Standing and special Committees of the House of Representatives will continue to conduct panel hearings even during the chamber's month-long recess.

While the calendar of session indicates that the House will be on break from Oct. 1 up until Nov. 6, it's plenary session Wednesday would be its last for the time being.

It was also during this session that saw the third reading approval of House Bill (HB) 4488, or the P5.268-trillion General Appropriations Bill (GAB), for 2023.

During Wednesday's plenary session House Deputy Majority Leader and Iloilo 1st district Rep. Janette Garin moved that all committees be allowed to conduct panel hearings even during the recess so as to fulfill their legislative mandate.

“The continuous hearings and deliberations of various measures even when Congress is on recess will help accelerate the passage of priority legislations,” she said.

House Deputy Speaker and Pampanga 3rd district Rep. Aurelio Gonzales Jr. presided over the session.

Afterwards, Garin bared that House Speaker Rep. Martin Romualdez and Majority Leader Rep. Mannix Dalipe gave the instruction for the House panel to continue holding hearings if necessary.

“The Speaker wants to ensure a very productive House of Representatives during our break to address the country’s pressing concerns. This will help us craft and put into fruition the approval of priority bills of President Marcos to help us defeat various problems, including Covid-19,” Garin said.

Leaders of the House previously vowed to pass priority measures such as the 2023 GAB, the Subscriber Identity Module (SIM) Card Registration Bill, and the postponement of the barangay and Sangguniang Kabataan Elections (BSKEs) before the Oct. 1 recess.
