The low pressure area (LPA) being monitored east of extreme Northern Luzon developed into a tropical depression at around 8 a.m., Wednesday, Sept. 28, and was named Luis.

Luis is the 12th tropical cyclone for 2022 and the fourth for September.

In a bulletin issued at 11 a.m., Wednesday, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said Luis was 1,100 kilometers (km) east of extreme Northern Luzon, and was moving northwestward at 25 kilometers per hour (kph).

It has maximum sustained winds of 55 kilometers per hour (kph) near the center and gustiness of up to 70 kph.

PAGASA said Luis is “unlikely to directly affect the weather condition in the country within the forecast period.”

“Tropical depression Luis is forecast to move north-northwestward in the next 24 hours before turning generally northeastward tomorrow evening (Sept. 29). On the forecast track, Luis will exit the northern boundary of the Philippine area of responsibility tomorrow morning or early afternoon,” it said.

Meanwhile, PAGASA is also monitoring a low pressure area 445 km east of Guiuan, Eastern Samar.

PAGASA said this weather disturbance is “less likely” to develop into a tropical depression within 48 hours.

However, it pointed out that the southwest monsoon or “habagat” and the LPA may bring rains over the western section of Southern Luzon, Eastern and Western Visayas, and the eastern section of Mindanao in the next 24 hours.

Palawan and Occidental Mindoro may experience light to heavy rains due to the habagat, while Eastern Visayas, Caraga, and Davao Oriental may have light to heavy rains because of the prevalence of the LPA.

“Under these conditions, scattered to widespread flooding and rain-induced landslides are likely, especially in areas that are highly or very highly susceptible to these hazards as identified in hazard maps and in areas with significant antecedent rainfall,” PAGASA said.

The rest of the country will be partly cloudy to cloudy with isolated rain showers or thunderstorms.
