The Philippine Coast Guard Station Rizal (PCGS Rizal), based in Binangonan, Rizal, suspended the travel of any type of watercraft in the portion of Laguna Lake located at Binangonan and Cardona in the province.

Coast Guard Master Chief Petty Officer Juan G. Pagaduan, in a phone interview, told Manila Bulletin that the PCGS Rizal issued the suspension notice on Saturday night, Sept. 24, as soon as the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) placed the province under the Tropical Cyclone Wind Signal (TCWS) No. 1.
As of 11 a.m. on Sunday, Sept. 25, the TCWS was raised to 3 in Binangonan. This is where the Libis port, known as Binangonan Pritil, is located.
The Libis port ferries passengers from the main land of Binangonan to Talim Island.
Talim Island, which has 24 villages, is shared by Binangonan and Cardona, wherein 17 barangays belong to Binangonan, and seven villages to Cardona.
The last trip from Binangonan Pritil during ordinary days is from 7 to 8 p.m., while the earliest trip from Talim Island is around 3 to 4 a.m.
The PCGS Rizal still allowed the last trip from Talim Island from Binangonan Pritil to push through on Saturday, Sept. 24.
As of 3 p.m. on Sunday, there were no stranded passengers in the Binangonan Pritil, Pagaduan said.
Only mild to moderate wind and rainfall was noted in the lakeshore, he added.
Second Seaman Ronmar Cabalida of PCGS Rizal- Talim West told Manila Bulletin that the suspension of boat travel has been relayed to the president of the boatmen association in the island through their group chat on social media. They also relay the PCGS Rizal's directives to their respective members.
Cabalida said Coast Guard personnel in Talim Island’s Binangonan villages made the rounds to the various ports in the island to check for compliance of the suspension of boat travel as of Saturday night.
