It's none other than Batangas 6th district Rep. Ralph Recto.

As of this posting, Recto has less than 700 followers and exactly nine videos posted on his account.

He first video, uploaded on July 28, shows him relaxing with his dogs Ben and Jaguar.

Recto is one of the nine deputy speakers in the House of Representatives in the current 19th Congress.

He is the husband of former Batangas Governor Vilma Santos, who in local showbiz is known as the "Star for all Seasons".
