Baguio Mayor Magalong files latest graft case vs DPWH-BCDEO engineers

BAGUIO CITY – Mayor Benjamin Magalong here filed, Friday, August 5, another graft case against officials of the Baguio City District Engineering Office of the Department of Public Works and Highways (BCDEO-DPWH) due to alleged irregularities in the construction of a secondary school building in this city.

Magalong filed an 18-page complaint before the office of City Prosecutor Conrado Catral Jr. in preparation for filing with the Office of the Ombudsman.

Respondents were five engineers, one accountant, and a private contractor.

Magalong said the respondents violated Section 3 of Paragraphs E, F, and G of Republic Act No. 3019 or the Anti-Graft and Corrupt Practices Act.

Magalong also accused them of grave misconduct, grave abuse of authority, gross neglect of duty, gross dereliction of duty, conduct unbecoming of a public officer, and conduct prejudicial to the best interest of the service under Republic Act 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees.

The Baguio mayor based his complaint on reports from the inspectorate team of the City Buildings and Architectures Office dated May 8, 2018 that flagged concerns in the architectural, structural, electrical, and sanitary aspects of the building.

Magalong filed his first case against the BCDEO with the Ombudsman alleging graft and corrupt practices in the substandard and defective development of a sidewalk on Bonifacio St. here last July 1.

He said the filing of these cases against a government agency shows that the city government is serious in combating graft and corruption.
