Congress given a 'chance' to review NCAP thanks to TRO—Barbers
The Supreme Court’s (SC) temporary restraining order (TRO) on the no-contact apprehension policy (NCAP) will open more opportunities for a thorough review of the program at the House of Representatives.

Surigao del Norte 2nd district Rep. Robert Ace Barbers gave this assessment in connection with the TRO that had been issued on the NCAP, which was being implemented by the Metropolitan Manila Development Authority (MMDA) and some local government units (LGUs) in Metro Manila.
For the Mindanao solon, the High Court’s issuance of the TRO was “laudable and timel".
Barbers, chairman of the House Committee on Dangerous Drugs, said the TRO will give a chance to Congress to resolve the legal issues hounding the policy.
“This would provide a chance for the members of the Lower House and all concerned stakeholders to resolve and study thoroughly the alleged flaws in the NCAP implementation," he said.

Last month, the lawmaker delivered a privilege speech calling for stop and review of NCAP until all issues are resolved.
"The NCAP's intention to discipline erring, abusive and wayward motorists is laudable and good for the public. But the excessive fines, its constitutionality, among other issues, should be resolved first," Barbers stressed.
The High Court on Tuesday, Aug. 30, stopped for at least five months the implementation of the controversial NCAP carried out by MMDA and the cities of Parañaque, Manila, Quezon City, Valenzuela, and San Juan.

In the past weeks, the traffic scheme has been much maligned, especially in social media discussions, because of instances when some motorists were cited for supposed traffic violations that they did not commit because they don’t own a vehicle and they were not even in the areas during the date of violation.
The SC has set oral arguments on the case on Jan. 24, 2023.
