Imee admits 'lying' to ex-colleague on village, youth polls postponement

Senator Imee Marcos admitted that she lied to then-Senate Minority Leader Franklin Drilon during the previous 18th Congress that the scheduled December 2022 barangay and Sangguniang Kabataan (SK) elections would be the last postponement.
Marcos recalled this incident after Senator Jose ‘’Jinggoy’’ Estrada expressed hopes that the possible postponement of the scheduled Dec. 5, 2022 would be the last postponement.
She said she made the promise to Drilon along with Senator Christopher ‘’Bong’’ Go.
Go was seated beside Marcos during the public hearing of her Senate Electoral Reforms and People’s Participation Committee.
Marcos stressed out that the barangay and SK elections would be done manually.
The Committee on Suffrage and Electoral Reforms of the House of Representatives recently approved a proposal to postpone the barangay and SK scheduled on Dec. 5, 2022 to Dec. 4, 2023.
A total of 12 members of the House panel voted in favor of the measure to postpone this year's electoral exercise as it would help the government save a lot of money that can be diverted to financial aid for the poor and other more urgent government programs.
The Marcos committee will decide whether it agrees with the House position or opt for a May 2023 election.
Commission on Elections (Comelec) chief George Garcia favors a May 2023 election date because there would be more young Filipinos, particularly the students, who would have the time to go back to their provinces after schools have closed.
He said holding the elections in May 2023 would mean increasing the Commission on Election (Comelec) budget of P8.5 billion to about P18 billion, he explained.
Senator JV Ejercito is open to postponing the barangay and SK elections but only for six months or until May next year.
“Personally, if we are to postpone it, probably hold it May. It’s already too long because the last election for barangay and SK was 2018,” he said.
“Ako (I), if ever, I’m open probably six months only. I think one year is too long,” he added.
Senators Jose ‘’Jinggoy’’ Estrada and Francis ‘’Chiz’’ Escudero have already filed measures pushing for the deferral of the elections to December 2023 and May 2024, respectively.
Escudero and Estrada argued that the budget for the elections should be used to respond to the Covid-19 pandemic.
Garcia said the postponement of the polls would entail an additional cost of P5 billion as it would require more poll workers, precincts, and election paraphernalia because of newly registered voters.
"If we postpone it to March or December 2023, we will have to continue registration of new voters. This will mean additional voters, additional ballots, additional teachers , additional precincts, additional election paraphernalia," Garcia said.
The Parish Pastoral Council for Responsible Voting (PPCRV) does not support pushing back again the BSKE.
The PPCRV said postponement deprives the citizens not only of the right to vote for community leaders but also of the critical need to replace those who do not adequately exercise their mandates.
The law mandates that synchronized barangay and SK elections be held every three years on the first Monday of December.
The last barangay and SK elections were held on May 14, 2018.
