Complete service: P15k funeral package sought for Pinoy indigents in House bill
A bill seeking to grant a P15,000 funeral package that includes burial services to indigent Filipino families has been filed at the House of Representatives.

House Bill (HB) No. 3678 or the proposed “Indigent Funeral Package Act”, authored by Cavite 1st district Rep. Jolo Revilla, mandates “all funeral parlors, funeral homes and services in the country to include an indigent funeral package for poor families and their families".
The proposed funeral package includes retrieval and embalming of deceased, selection of casket, viewing of body, and interment services.
In a statement, Revilla noted the aid that indigent Filipinos get from the Department of Social Welfare and Development (DSWD) through the Assistance to Individuals in Crisis Situation (AICS) program as well as burial assistance from from the local government unit (LGU).
He, however, said these financials aid are not enough to help Filipinos living below the poverty line.
The bill was co-authored by Bacoor City Rep. Lani Mercado-Revilla, Agimat Party-list Rep. Bryan Revilla, Bicol Saro Party-list Rep. Nicolas Enciso III, Ilocos Rep. Sandro Marcos, Quezon City Rep. Ralph Wendel Tulfo, 4Ps Party-list Rep. Marcelino Libanan, and Caloocan City Rep. Dean Asistio.
“Those who have less in life, should have more in law. The access to proper funeral service is not only a right for the deceased person, but also our dire manifestation to recognize the plight of the poor and their bereaved families,” they said in the bill’s explanatory note.
The bill aims to prevent funeral parlors from charging exorbitant rates, so indigent Filipinos can still afford “decent funeral and burial service".
The lawmakers lamented that “access to decent and proper funeral remains arduous for most poor Filipinos due to the exorbitant services of funeral homes".
Under the proposed measure, persons, corporations, and funeral parlors that violate the Act will be fined not less than P50,000 but not more than P100,000.
