DepEd to launch 2022 'Oplan Balik Eskwela' to strengthen school opening preparations

To reinforce the comprehensive preparation for the upcoming School Year (SY) 2022-2023, the Department of Education (DepEd), in partnership with various agencies of the national government, will launch the 2022 “Oplan Balik Eskwela” (OBE) on Aug. 15.

The OBE, based on DepEd Memorandum No. 63 s. of 2022 signed by Vice President and Education Secretary Sara Duterte, is an annual initiative “to engage agencies, organizations, and other stakeholders in preparation for the opening of the SY.”

The launch of the 2022 OBE will be Bulwagan ng Karunungan in DepEd Central Office Pasig City. The national OBE will run until Aug. 26.

In the DepEd memo signed by Duterte, it was noted that OBE is part of the department's effort to “ensure that learners from public and private schools are properly enrolled.”

With the theme, “Kapit-Bisig Para sa Mas Ligtas na Balik-Aral,” the 2022 OBE also aims to “address problems, queries, and other concerns commonly encountered by the public” at the start of the school year.

For the 2022 OBE, DepEd has secured the commitment of 17 partner agencies to ensure that health, peace and order, safety, transportation, communication, and essential services will be provided to the teachers and learners throughout the SY 2022-2023.

Before the national launch, DepEd convened the members of the OBE Inter-Agency Convergence in a meeting on July 29. The partner agencies include the Department of Energy (DOE), Department of the Interior and Local Government (DILG), Department of Health (DOH), Department of National Defense (DND), Department of Public Works and Highways (DPWH), Department of Social Welfare and Development (DSWD), Department of Trade and Industry (DTI), Department of Transportation (DOTr), and Department of Information and Communications Technology (DICT).

Other partners also include the Manila Electric Company (MERALCO); Metropolitan Waterworks and Sewerage System (MWSS); Metropolitan Manila Development Authority (MMDA); Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA); Philippine National Police (PNP); National Disaster Risk Reduction and Management Council (NDRRMC); National Telecommunications Commission (NTC); and Office of the Press Secretary (OPS).

The partner agencies discussed the possible assistance that they could give to the schools for the school opening.

This year’s OBE will be spearheaded by Undersecretary and Chief of Staff Epimaco Densing III and Undersecretary for Governance and Field Operations Revsee Escobedo as co-chairs, and Public Affairs Service Director Michael Poa as vice-chair.

“We all know that the opening of classes will not be without challenges,” said Poa, who also serves as a DepEd Spokesperson, in a press conference last week.

“That is why we are hoping that we can work together with other agencies of the government,” he added.
