Ormoc delegates visit Parañaque City for work immersion, learning program

Delegates from Ormoc city government had a four-day immersion and learning activities on initiatives implemented by Parañaque City to improve business registration process and other socio-economic indicators

Business Permit and Licensing Office (BPLO) and Data Protection officer, Atty. Melanie Soriano-Malaya, welcomed the delegates and presented to them Paranaque's landmark reform in doing business through the Project Express Lane Operation (ELO).

Malaya discussed the salient features of the Project ELO as well as the complementary reforms to support the local government's journey towards digitization.

The BPLO chief said the discussion was followed by a dialogue between the delegates and their counterpart department/offices on the project.

She said the BPLO-Information and Technology (I.T.) Division presented a detailed process of the various online initiatives such as Online Appointment System, Online Business Permits and Licensing System including assessment payment, website presence and development.

The BPLO chief added the delegates experienced the actual simulation process it takes to register a business in Parañaque City during the demonstration.

Malaya said a group workshop among the delegates were arranged to map out process and identify points in their business registration procedures.

The outcome of the session produced an action plan and recommendations which they will discuss with other local government officials in Ormoc City, according to Malaya.

The delegates also paid a courtesy call on Mayor Eric Olivarez and were informed of the accomplishments of the local government in addressing the issues and concerns to improve the public service delivery.

Olivarez emphasized the improvement in the local government's fiscal spending by which it was recently recognized by the Department of Finance - Bureau of Local Government and Finance (DOF-BLGF) as one of the top performing cities in terms of locally sourced revenues.

1st District Congressman Edwin Olivarez is eyeing to make Ormoc City as one of the sister cities of Parañaque to further strengthen cultural and commercial ties between the two cities.
