QC gov't, LTO discuss NCAP suspension

The Quezon City government said on Wednesday, Aug. 10, that it is in talks with the Land Transportation Office (LTO) to resolve the request of stakeholders to suspend the No Contact Apprehension Program (NCAP).

LTO chief Teofilo Guadiz III earlier appealed to the local governments of cities where the NCAP is implemented to consider suspending it for a thorough review on the policy and improve its guidelines.

The local government said that aside from the discussions with the LTO, it is also talking with other local government units that implement NCAP with regards to the uniform penalties for the violations.

"As part of our 14-point agenda, we continue to listen to the sentiments and concerns of QCitizens, and their voices are being heard and taken into consideration as we finetune NCAP," it said.

"We wish to stress that motorists need not worry about the unfair imposition of penalties, since the Quezon City NCAP ordinance provides for an adjudication board where violations captured on video can be contested or questioned. In such cases, If complaints are found to be justified, penalties are lifted," it added.

The full implementation of the NCAP began in the city on July 1, 2022.

The program aims to detect traffic violations and discipline motorists using high-resolution cameras placed in the city’s road intersections.
