As senior deputy majority leader, Marcos momentarily took over the plenary's podium number 2 from majority leader and Zamboanga City 2nd district Rep. Mannix Dalipe in order to direct proceedings on the floor.

House Speaker Martin Romualdez of Leyte's 1st district presided over the plenary during the time that Marcos was on the floor.

The first motion the presidential son made was to call Abra lone district Rep. Ching Bernos so she may speak on the floor about the magnitude 7.3 earthquake that struck her province Wednesday morning.

Wednesday's session saw the election of three new deputy speakers: Batangas 6th district Rep. Ralph Recto, Pampanga 3rd district Rep. Aurelio Gonzales Jr., and Cebu 5th district Rep. Vincent Franco.

Marcos, who wore a navy suit, was the one who nominated the three for the plum post. He also facilitated via separate motions the oath-taking of each new deputy speaker on the rostrum with Romualdez.

Marcos was also seen calmly approaching Albay 1st district Rep. Edcel Lagman on the latter's chair after the Bicolano questioned the adoption of House Concurrent Resolution (HCR) No.2, or the resolution supporting the 2022 to 2028 medium-term fiscal framework of the national government.

Other solons--including minority leader and 4Ps Party-list Rep. Marcelino Libanan--huddled around Lagman for a few minutes as Marcos looked on. It was the Ilocano who moved for the measure's adoption.

Consideration of HCR No.2 was ultimate suspended.
