Vape bill lapses into law, Palace says

The controversial Vape Regulation Bill has lapsed into law, MalacaÃ±ang said on Tuesday, July 26.

After not signing the pending bill, President Ferdinand "Bongbong" Marcos Jr. allowed the bill to lapse on July 25.

This was confirmed by Press Secretary Trixie Cruz-Angeles, following a letter sent by Executive Secretary Vic Rodriguez to Congress stating that the bill has lapsed.

MalacaÃ±ang, however, has yet to release a copy of the letter.

A proposed measure submitted by Congress will lapse into law after 30 days of receipt if the President does not act on it.

Since he assumed the presidency, Marcos has not indicated his plan about the controversial measure â€”whether to veto or sign it.

The Senate Bill 2239 or the proposed Vaporized Nicotine Products Regulation Act or Vape Regulation Bill regulates the importation, manufacture, sale, packaging, distribution, use and communication of vaporized nicotine and non-nicotine products, as well as novel tobacco products.

It has been strongly opposed by health experts due to the risks vaping can cause to users. They were hoping former President Duterte would veto the bill before the end of his term but it remained untouched.

Its enactment into law, however, is being supported by vape consumers as it would generate billions in taxes for the government.
