The Anti-Crime and Terrorism Community Involvement and Support (ACT-CIS) Party-list group filed a bill proposing a P1,000 monthly allowance to indigent persons with disabilities (PWDs) to augment their financial capacities.

A statement about the proposed measure was released to the media on Tuesday, July 12.
“We must remember that the PWDs are still at a disadvantage in several facets of the society. The state of vulnerability is much worse among our indigent PWDs because in addition to their physical disabilities are their financial incapacities for daily living sustenance, including their medical needs,” Yap said.
The proposed bill will mandate the Department Social Welfare and Development (DSWD) to give eligible indigent PWDs a monthly subsidy of P1,000 to augment their daily subsistence.
“After years of service, it is evident that the mission of ACT-CIS is not only bringing justice to the oppressed but ensuring that the distressed, disadvantaged, and vulnerable in every part of our country are given a swift and sustainable assistance,” Soriano said in the statement from the group.
The said legislation will also ensure that the social service will not be abused as it enumerates the sanctions one could face in the event of receiving the monthly allowance despite not meeting the minimum requisites of eligibility.
Yap also highlighted the “unceasing commitment” of the partylist group to pass more legislative measures that will provide assistance to a greater number of Filipinos in the midst of the skyrocketing unemployment rate.
“As public servants, we are tasked with the duty to make the living conditions of our citizens better. Hence, given this duty, we must enable our PWDs to overcome the social barriers that are deterring them to have better life conditions, they need support that is not only sufficient but also sustainable,” Yap said.
