DOE awards supply contracts to 19 RE firms under GEAP

The Department of Energy (DOE) has awarded 20-year power supply agreements (PSAs) to 19 RE developer firms that will deliver aggregate capacity of 2,000 megawatts to augment the country’s power supply under the Green Energy Auction Program (GEAP).

or renewable energy (RE) bidding last June 17, 2022, the majority capacity of 1,380MW was awarded to various companies under Solar Philippines of young businessman Leandro Leviste. The awards comprised of 1,350MW solar and 30MW wind capacity.

“The winning bidders were ranked based on their offers from the lowest to highest bid price and stacked corresponding to the respective RE technology per grid,” Energy Secretary Alfonso G. Cusi said in the notice of award issued on the evening of Friday (June 24).

For the Luzon grid, 11 companies were awarded with PSAs, comprising of two developers for hydro; five firms for solar; and four firms for wind farm installations.

The winners of the hydro power supply contracts are the: 60MW Kapangan hydroelectric power project of Cordillera Hydroelectric Power Corporation; and the 20MW Sablan 1 hydroelectric power venture of Hedcor Inc. of the Aboitiz group.

The winning tenders for solar projects in Luzon have been the: 40.4MW PAVI Green Naga solar power facility of PAVI Green Renewable Energy Inc. of the Villar group; 99.98MW Talugtug solar project of Greenergy Solutions Inc.; 200MW Concepcion Solar 2 project and 450MW Tayabas solar project of Solar Philippines Commercial Rooftop Projects Inc; and 280MW Santa Rosa Nueva Ecija 2 solar project of Solar Philippines Nueva Ecija Corporation.

For wind developments, those awarded with PSAs are the: 70MW Caparispisan II wind project of Amihan Renewable Energy Corp.; 30MW Calatagan wind project of Solar Philippines Calatagan Corp.; 160MW Balaoi and Caunayan wind project of Bayog Wind Corporation of the Ayala group; and 100.8MW Kalayaan 2 wind project of CleanTech Global Renewables Inc.

In the Visayas grid, two contracts have been awarded -- the 300MW Kananga-Ormoc solar project of Solar Philippines Visayas Corporation, and the 13.2MW Nabas-2 wind power project of PetroWind Energy Inc. of the Yuchengco group.

The RE projects in Mindanao grid that have been bequeathed with supply contracts are the four hydro ventures, namely: the 3.7MW Malitbog and 3.7MW Silo-O hydropower projects of Philnewriver Power Corporation; as well as the 4.85MW Mat-I 1 and 6.9MW Clarin hydropower projects of Philnew Hydro Power Corporation.

For biomass, the awarded winning tender is for the 3.4MW biomass cogeneration plant of Cotabato Sugar Central Company Inc.; while for solar technology, the contract was bestowed to the 120MW General Santos project of Solar Philippines Commercial Rooftop Projects Inc.

As explained by the energy department, the generated capacity of the winning RE plants will be channeled through the Wholesale Electricity Spot Market (WESM) and the payments to developers will be done by the National Transmission Corporation.

The mandated participants that shall avail of the RE capacities will be the distribution utilities (DUs) as part of their compliance to the Renewable Portfolio Standards (RPS) of the Renewable Energy Law, or that policy which requires the DUs to source certain percentage of their supply portfolio from RE technologies.
