Lawyer and former journalist Cheloy Garafil has been nominated by President-elect Ferdinand “Bongbong” Marcos Jr. to serve as chairman-designate of the Land Transportation Franchising and Regulatory Board (LTFRB).

Garafil was previously an official of the House of Representatives Secretariat, serving as the director II of the House Committee on Rules.
As a lawyer, she previously served as a prosecutor (2004 to 2010) for the Department of Justice (DOJ) and state solicitor II (2010) of the Office of the Solicitor General (OSG).
As a media practitioner, she has worked for organizations such as the Philippine Daily Globe, Central News Agency, Associated Press, and Malaya.
Garafil was the media director and public relations officer in of former President and House Speaker Gloria Macapagal Arroyo.
She is also a reserve officer of the Philippine Air Force with the rank of lieutenant colonel.
In 2021, she earned a Master’s degree in National Security Administration (MNSA) from the National Defense College of the Philippines.
She earned her Law degree from the University of Sto. Tomas (UST) and her Bachelor’s degree in Communication Arts from the same university.
