
Rama made the decision two days after he met officials of at least 10 colleges and universities in which the return of full in-person classes was discussed.
During the meeting, school and university officials asked Rama to allow the return of full face-to-face classes since the limited learning sessions are no longer viable.
During recent school years, private colleges and universities were allowed to hold in-person classes but in a limited capacity.
Lawyer Joan Largo, assistant vice president for academic affairs of University of San Carlos (USC), said the 50-50 capacity was very difficult for the students as they struggled to keep up with shifting schedules.
“I will issue a directive for the face-to-face classes. That will do,” Rama said.
For the full in-person classes to return, Rama said the city will issue a set of guidelines that will include vaccination requirement for students, teachers, and even parents. As long as everyone is vaccinated, the COVID-19 will be manageable, Rama said.
Rama said he will issue an executive order so that vaccinations will be brought to different schools.
