Pisay exec bags CSC's Presidential Lingkod Bayan Award

Philippine Science High School (PSHS) Executive Director Lilia T. Habacon got the Presidential Lingkod Bayan Award as a regional winner under the 2022 Search for Outstanding Government Workers.

Given by the Civil Service Commission (CSC), the Presidential Lingkod Bayan (PLB) Award recognizes exceptional or extraordinary contributions resulting from an idea or performance that had nationwide impact on public interest, security, and patrimony.

CSC-NCR Field Office Director II Dick N. Echavez facilitated the awarding ceremony at the PSHS System Office of the Executive Director on June 17.

“I believe that distinctions like this a reminder to uphold good quality government service. Leadership position must challenge and inspire us to serve with passion, conviction, integrity, and purpose,” Habacon said.

“It is our commitment to use government resources within our sphere of influence for the optimum benefit of our stakeholders and in the interest of the general public we serve,” Dir. Habacon added.

Echavez disclosed that CSC-NCR received 67 nominations for this year.

With her contribution and impact in STEM education, Dir. Habacon also received the 2020 University of the Philippines Los Baños College of Arts and Sciences Distinguished Alumni Award for Educational Administration and Leadership, First Place Award in the Queensland University of Technology (QUT) Impact Story, and 2019 Woman Leader of Department of Science and Technology.

CSC's awards program is composed of three categories which includes the PLB Award and the CSC Pagasa Award for outstanding work performance, and the Outstanding Public Officials and Employees or the Dangal ng Bayan (DNB) Award for exemplary behavior.

CSC explained that the PLB Award is conferred on an individual or group of five members for exceptional or extraordinary contributions resulting from an idea or performance that had nationwide impact on public interest, security, and patrimony. On the other hand, the CSC Pagasa is conferred on an individual or group of five members for outstanding contribution/s resulting from an idea or performance that directly benefit more than one department of the government.

Meanwhile, the DNB Award is conferred on an individual for performance of an extraordinary act or public service and consistent demonstration of exemplary ethical behavior on the basis of observance of the eight norms of conduct provided under Republic Act No. 6713, or the Code of Conduct and Ethical Standards for Public Officials and Employees.
