For the position of Bureau of Internal Revenue (BIR) commissioner, President-elect Ferdinand “Bongbong” Marcos Jr. has designated Bangko Sentral ng Pilipinas (BSP) Assistant Governor Lilia Guillermo.

“Guillermo’s strong background in IT and her almost four decades of service at the BIR complements President-elect Marcos’s objective of boosting the country’s revenue through efficient tax collection,” said Press Secretary-designate Trixie Cruz-Angeles in a statement on Saturday, June 18.

Guillermo is currently the assistant governor and chief information officer (CIO) of the BSP.
As the CIO, Guillermo is leading the BSP’s Information Technology (IT) Modernization Roadmap of 2018-2023.
She previously served as BIR deputy commissioner at which point she spearheaded the “Tax Computerization Project"--a major IT undertaking of the government. She is also a former undersecretary of the Department of Budget and Management (DBM).
In 1977, Guillermo earned a Bachelor of Science degree in Statistics from the University of the Philippines (UP); and in 1981, a Master of Science degree in Industrial Engineering from the same institution.
As the BIR commissioner-designate, she will lead the agency in collecting internal revenue taxes, as well as the enforcement of forfeitures, penalties, and fines.
