Medalla has a previous stint as a Cabinet member from 1998 to 2001, when he was the director-general of the National Economic Development Authority (NEDA) under the Estrada administration.
He was appointed by President Duterte as a member of the BSP’s Monetary Board in 2016, a position which he still holds under current BSP Governor Benjamin Diokno who was also recently appointed as Marcos’s Department of Finance (DOF) secretary.
He graduated cum laude from De La Salle University (DLSU) with a Bachelor of Arts–Bachelor of Science in Commerce in Economics and Accounting, respectively.
He then earned a Masters degree in Economics from the University of the Philippines (UP) School of Economics and after that, a Ph.D in Economics from Northwestern University in Illinois.
Medalla also tenured as the dean and as a professor of economics at the UP School of Economics.
Fellow economist and lawmaker Albay 2nd district Rep. Joey Salceda lauded Marcos’s appointment of Medalla, among others, describing the incoming BSP governor as a “solid choice".
“All in all, the Diokno, Balisacan, and Medalla appointments are solid choices and I expect to work with the economic team more closely in the weeks ahead,” Salceda said last Thursday, May 26.
As governor and chief executive officer of the BSP, Medalla will direct the operations of the BSP, execute policies approved by the BSP Monetary Board; and will also serve as chairman of the Anti-Money Laundering Council, and the Philippine International Convention Center.
