DICT cutting more red tapes to fast-track tower build up

The Department of Information and Communications Technology (DICT) committed to cut more red tapes so Independent Tower Companies (ITCs) can fast-track their infrastructure rollouts.

While the Joint Memorandum Circular (JMC) agreed on in a previous public-private sector consultation "substantially lessened" the red tape in application requirements, some Local Government Units (LGUs) request their own set of requirements, the ITCs complained.

Hence, DICT Acting Secretary Emmanuel Rey R. Caintic promised to streamline national government processes in accelerating tower rollouts in a public consultation with ITCs on May 5, 2022, at the Meralco Compound, Pasig City.

Caintic also urged the ITCs to make use of the "Tower Watch", a dedicated platform established by the DICT where ITCs can submit their documentary requirements.

"We will be establishing a Technical Working Group that will collate and determine various concerns from the ITCs alongside bringing them to the attention of the concerned LGUs," he explained.

"We will be harnessing efforts from the different national government agencies."

The DICT Secretary also tasked the agency's regional offices to monitor tower construction within their jurisdictions and make sure they comply with documentary and building codes "to avert any untoward challenges".

DICT is considering the possibility of an automatic review mechanism to speed up transactions among ITCs, LGUs and the national government and make tgem more transparent.

In addition, the department is mounting a campaign to debunk misinformation about the alleged health hazards caused by the towers.

Already, the Food and Drug Administration (FDA) has issued a certification rebuking the information that cell towers emit harmful radiation, according to DICT Director Elias Omar Sana.

“We should seek adaptive resolutions to our problems. I will make the process easy for ITCs to build up more towers faster, but I will regulate appropriately,” Caintic concluded.
