99% of LGUs submit transition devolution plans- DILG exec

Around 99 percent of Local Government Units (LGus) have submitted the devolution of basic services and facilities plan in preparation for the transfer of power to the May 9 poll winners, an official of the Department of the Interior and Local Government (DILG) said.

In an interview over ANC on Wednesday, May 18, DILG Undersecretary Epimaco Densing III explained the latest report revealed that 99 percent of the country’s LGUs “from the provinces down to the barangays have already submitted their devolution transition plan.”

“So, it's just a matter of reviewing, sitting down, and implementing it,” Densing said.

The transfer of basic services and facilities from the national government to LGUs is expected to be completed by 2025, according to Densing.

In 2018, the Supreme Court, through the Mandanas Ruling, expanded the LGUs' internal revenue allotment share to all national taxes including those collected by the Bureau of Customs (BOC).

On May 16, the DILG said it will be holding briefings for all winners in the May 9 local elections regarding the Mandanas Ruling.

Densing noted there will be a local briefing in the transition with regards to the ‘Mandanas Ruling’ or the devolution of functions to the said locality adding that it is just a matter of turning over the documents and giving the new administration the briefing on the transition plan.

With regards to the transition elements, Densing said that being a government agency the DILG has a transition team that is ready with the transition briefing in the event that the incoming DILG Secretary Ben-Hur Abalos is ready with his transition team. (Chito A. Chavez)
