Conduct of special election for Filipino voters in Shanghai up to Comelec—DFA
It will be up to the Commission on Elections (Comelec) if a special election will be conducted in Shanghai, China after overseas absentee voting (OAV) there was suspended due to strict lockdown to counter the spread of Covid-19.

Department of Foreign Affairs (DFA) Overseas Voting Secretariat (OVS) Vice Chair Zoilo Velasco made the pronouncement when asked if a special election is possible in Shanghai.
He also said it will depend on the number of voters in China's largest city if it will still make an impact on the votes of national candidates.
"Nasa kamay na ng Comelec kung kailan sila magsasabi ng date ng special election (It's up to the Comelec to announce a date for the special election)," Velasco said in a televised briefing.
"I think kailangan din nilang tingnan kung yung (I think they would also have to consider if the) number of registered voters sa (in) Shanghai would still be enough to make a difference doon sa mga kandidatong (on the votes of the candidates) involved, hindi lang sa (not only in the) presidential, vice presidential, including the senatorial, and partylist," Velasco said.
According to Consul General of the Philippines in Shanghai Josel Ignacio, there are currently about 1,600 voters in Shanghai.
The Philippine Consul General in Shanghai was placed under lockdown starting late March. The consulate there was not able to open AOV on April 10 due to the strict lockdown amid the rising cases of Covid-19.
