Ahead of the month-long overseas voting for the May 2022 elections, the National Citizens' Movement for Free Elections (Namfrel) released on Friday, April 8, various means on how overseas Filipinos can cast their votes.

Through Vote For Us, a voter information and outreach platform maintained by Namfrel, they produced several infographics detailing how a Filipino overseas can exercise his or her right to vote.
Personal voting
For personal voting, according to Namfrel, casting of votes shall be for a period of 30 continuous days beginning 8 a.m. of April 10, 2022, local time of the host country, until 7 p.m. of May 9, 2022, Philippine Time. It said that it is inclusive of all established holidays in the Philippines and such other holidays in the country.
Namfrel said that citizens may check with the embassy or consular office in their respective countries to see where voting will be conducted. Voters are advised to bring their Philippine passport and/or any proof of identity.
Postal voting
On the other hand, for postal voting, Namfrel said that mailing packets containing the official ballots and voting instructions will be sent to voters through postal service or picked up by the voters personally from the "Post" or other voting areas.
Under Resolution No. 10751 promulgated on January 12, 2022 "Posts" are defined as short for Foreign Service Posts, which refer to Philippine embassies, consulates, foreign service establishments and other Philippine government agencies maintaining offices abroad like the Philippine Overseas Labor Offices (POLO) which have jurisdiction over the places where the overseas voters reside.
The resolution also stated that for the purposes of overseas voting, Posts shall also include the Manila Economic & Cultural Offices (MECOs) in Taiwan. "After filling out the ballots, the voters shall send the accomplished ballot in the provided envelope back to the Post," Namfrel said.
Namfrel also reminded that voters who will personally deliver their accomplished mail-in ballots shall utilize the drop box provided by the Post located in a secured place, taking into consideration health and safety protocols, and the security and sanctity of votes.
Voting by seafarer
During the voting period, Namfrel explained that seafarers may vote at any Post adopting personal voting, or in case of postal voting, at any Post, with international seaports as identified and recommended by the Department of Foreign Affairs - Overseas Voting Secretariat (DFA-OVS).
According to Namfrel, the Office of Overseas Voting (OFOV) shall give each Post copies of the Certified List of Voters for Seafarers.
For Postal voting, the seafarer shall:
- personally claim the mailing packet
- accomplish the official ballot inside the mailing packet
- submit the accomplished ballot to the Special Ballot Reception and Custody Group (SBRCG) which shall then forward the ballot to the Special Board of Election Inspectors (SBEI) in accordance with the procedures on postal voting
