There are 104 areas of concern in the country being monited by the Commission on Elections (Comelec), Commissioner George Erwin Garcia said on Monday, April 25.

During a peace covenant signing in Negros Oriental, Garcia said that they cannot disclose the list since they are constantly monitoring the situation especially coming from the field and that it changes from time to time.
He explained also that the Armed Forces of the Philippines (AFP), the Philippine National Police (PNP) and the poll body have their respective assessments of the area.
"Madami po kasing pagkakataon na dating green, bigla na lang isang araw lang naging red. Dati naman red bigla nagkamayan, magkatabi pa sa upuan. So medyo naging green na po (There were multiple instances that an area was green, but suddenly became red. Or it was red, but they shook hands, and even sat together, so it turned green)," he explained.
Garcia said that this is what he meant as they are constantly changing the assessment. He added that it's inappropriate that just because the area is red, it will be declared under Comelec control.
Back in March, Garcia said that they want to be very careful in declaring an area under Comelec control because they do not want to hurt the regularity of the lives of the people in that particular area. Garcia also mentioned that this declaration can affect businesses, tourism as well as the lives of the people living there since their movements will be restricted.
"Several days ago we went to Abra. Alam niyo naman po yung Abra (You know Abra). Consistent iyon, perennial iyon, sa lahat na lang ng eleksyon, Abra na lang ang laging pinag-uusapan (It's a perennial and consistent topic every election). But until today, Abra had not been declared under Comelec controlIt may be red yung category niya but it had not been declared under Comelec control," he said.
Garcia, however, shared that they declared two areas in Lanao Del Sur simply because of the number of deaths not because of the elections but because of Rido. Even so, Garcia said that families are being affected as well as voting of the residents there.
As for Negros, Garcia stated that he has not seen any indications that anyplace there will be placed under Comelec control.
