BAGUIO CITY – A member of the communist terrorist group (CTG) who has been on the government’s Periodic Status Report on the Threat Groups (PSRTG) watchlist for the second quarter of 2021 finally surrendered in Loakan Proper, Baguio City in the afternoon of April 12.
Lt. Gen. Ernesto Torres Jr, commander of Northern Luzon Command, identified the CTG member as Allen Julius Balas Basing-at, 24, a native of Besao, Mt. Province, who after months of negotiation was convinced to return to the fold of the law by his grandmother.
He also surrendered one (1) caliber .38 loaded with four (4) live ammunition.
Allen was recruited sometime in 2018 by means of deception and manipulation, when he was invited for a jamboree which turned out to be an orientation program of the CPP-NPA to their new recruits in Kilusang Larangan Gerilya (KLG) Ampis.
In 2020, he escaped from his post and went to Metro Manila to work as a laborer.
The former member of the terrorist group is currently undergoing custodial debriefing prior enrollment to the government’s Enhanced Comprehensive Local Integration Program (E-CLIP) in order to receive livelihood assistance and incentives for his surrendered firearms.
Torres said, the successful surrender was the result of the continuous military operations on Anti-Terrorism relative to National Task Force to End Local Communist Armed Conflict (ELCAC) and the Simultaneous Anti-Criminality Law Enforcement (SACLEO) of the Philippine National Police (PNP).
