21 Tubaran barangays object to Comelec's suspension of their internal revenue allotments

TUBARAN, Lanao del Sur -- Twenty-one Tubaran barangays have complained against a memorandum issued by the Commission on Elections (Comelec) suspending any form of disbursement to the municipal treasurer, and declaring the town under its control pursuant to Comelec en banc resolution number 10757.

The memorandum dated March 30, 2022 was addressed to the office of the Ministry of Interior and Local Government of the Bangsamoro Autonomous Region in Muslim Mindanao (MILG-BARMM) Provincial Director McMillan A. Lucman duly signed by Acting COMELEC Officer of the municipality of Tubaran Atty. Muhaimen Ali.

In an interview with the former Congressman Mauyag Papandayan, Jr., the father of the incumbent mayor of the said town, they were surprised with this decision of putting their town under COMELEC control for the first time in history when their town is relatively peaceful.

"Sabi nila ico-control nila pati yong mga barangay chairman-sinama sinali pa, sinama pa doon sa sulat nila sa DILG na i-freeze ang kanilang mga IRA (Internal revenue allotment), what's the purpose?", questioned Papandayan.

“Hindi Naman Sila Kasama sa LGU, Hindi Naman Sila Kasama sa makipag-election kasi ito sila hindi Naman partisan-whats the purpose? Takutin kaming mga taga-Tubaran na bumaliktad sa kaanak niya? Para bumaliktad itong mga barangay chairman para sa pamangkin niya? Iyon siguro ang dahilan kaya niya ginawang COMELEC control itong Tubaran," retorted Papandayan.

Gauput barangay captain Omerah Balt Adam has questioned the inclusion of her barangay in the red spot when previous elections in their place were peaceful. She also questioned why their internal revenue allotment is being suspended. She surmised the Comelec is pressuring them to transfer to another camp.

"Yong loyalist (loyalty) kay Mayor baka sa kanila mapunta, Hindi kami natatakot. Wala naman kaming alam na ikatakot namin kasi walang gulo dito sa Tubaran, tatakutin lang nila kami", Adam said.

Based on the peace and order records of the AFP and PNP, there were no recorded killings nor political rivalry so she said they were surprised by the decision made by the COMELEÇ.

Lanao del Sur Police Provincial Director Police Colonel Christopher Panapan said Tubaran was included because of the presence of the Dawlah Islamiyah in their place.

"Tubaran pasok Po Siya sa red, it's because of the presence of this terrorist group, alam natin na may mga sightings doon and last year there was an operation in the area" Panapan said.

Papandayan reacted to the PNP allegations saying it's unbelievable as it wasn't in their place the AFP had gone in and operated upon.

"Zero crime na kami dito, walang visibility ng mga ISIS dahil ang ni-raid ng mga military ay ang Pagayawan- Paiguway Pagayawan, nakakuha sila ng mga tao dun na pinaghinalaan nilang mga ISIS hindi dito sa Tubaran", Papandayan said.

Meanwhile, Lucman confirmed he received the memorandum requesting the suspension of the IRA of the municipality of Tubaran, and said it was really the first time. "What I did was to endorse that memorandum to the regional office for appropriate action or legal advice."

"Ang MILG-DILG ay walang power to suspend the IRA particularly pag-election time, in fact in the constitution Ang IRA automatic na mag-release", Lucman added.

In his text message COMELEC Chairman Saidamen Pangarungan said that the Comelec Committee on Ban of Firearms and Security Concern CBFSC ( i am not even a member) declared Malabang and Tubaran, Lanao Sur, under Comelec Control upon recommendation of the regional PNP and AFP commanders in Lanao del Sur.

There were already a spate of election related killings in Malabang; and hundreds of killings in past elections in Tubaran where armed groups and the Dawlah Islamiah- ISIS were used to terrorize and prevent voters from casting their votes, he said.

"Tubaran is one of ISIS strongholds. The barangay officials were accused by the people of Tubaran of conspiring with the mayor Papandayan of these election offenses".

Both mayor Papandayan and his challenger Nasheef Madki are my relatives and I am neutral to both of them. I have to make sure that this time the people of Tubaran will be able to vote freely and peacefully on May 9.

"The present mayors of Tubaran and Bayang are mayors many years before my appointment as Comelec chair. My being their relatives to them is not a legal ground for me to inhibit as Comelec chairman", he added.

The Philippine National Police (PNP) in the province here identified eleven municipalities considered red spot areas namely; Marawi City, Malabang, Tubaran, Butig, Maguing, Pualas, Pagayawan, Buadipuso Buntong, Bayang, Ganassi and Marantao.
