Bets warned vs paying campaign, permit to win fees to Reds

All political aspirants in the May 2022 poll should never pay either "permit-to campaign" or "permit-to-win" fees to the communist rebels as the election campaign period heats up, Department of the Interior and Local Government (DILG) Secretary Eduardo Año warned on Monday, April 11.

In a briefing with President Duterte, Año reported that he had issued a memorandum circular to the local government units (LGUs) and concerned government agencies specifically those under the DILG about this provision.

He assured that the DILG will file the appropriate charges against the personalities violating Republic Act 10168 otherwise known as the Terrorism Financing Prevention and Supression Act of 2012 which is also a violation of Section 261 of the Omnibus Election Code and Article 137 of the Revised Penal Code or the Disloyalty of Public Officers.

"So tutulong po tayo sa pagsasampa ng kaso at pati na rin sa pag-disqualify ng mga kandidato ang sinumang mapapatunayang magbabayad ng permit-to-campaign or permit-to-win fees sa mga grupong (terrorist) ito (we will assist in the filing of charges including the disqualification of the candidates who will be proven to have paid permit-to-campaign or permit-to-win fees to these groups),’’ Año said.

The DILG chief added that under memorandum circular 2019-49 Philippine National Police (PNP) personnel and employees under the DILG and its attached agencies were also reminded to be non-partisan in the coming local and national elections.

Año pointed out that the Commission on Election (Comelec) will come out with a resolution to form the ‘Task Force Kontra Bigay’ which will focus on the vote buying and vote selling activities leading to the May 2022 local and national polls.
