'Cory Constitution allowed rich to use party-list groups to enter Congress' --- Duterte
President Duterte said it is during the administration of the late President Corazon Aquino that the rich started to use the party-list system to get elected to Congress.

In his "Talk to the People" address aired Tuesday night, March 29, Duterte said the country's party-list system is being used as a backdoor by the rich and business personalities to further establish themselves in the Congress.
"Ito ay ginagamit ng mga mayaman, lahat ng mga negosyante, either binili nila yung party-list or nag-create sila (This is being used by the rich, all entrepreneurs. It is either they buy the party-list group or they create one) because they can do it with their money," Duterte explained.
"Who allowed this kind of party-list? I’m sorry to say panahon ng ito ng... Iniba nila ‘yung constitution (This is during the time of... when they changed the constitution). It's the Cory Constitution, actually," he added.
The President likewise described this as a "fractured constitution."
In the same public address, Duterte also called out several progressive party-list groups which he accused of acting as "legal fronts" of the Communist Party of the Philippines. These are Kabataan, Anakpawis, Bayan Muna, Alliance of Concerned Teachers, and Gabriela.
"Until my last day , I would continue to criticize and say something about itong mga party-list na ginagamit ng mga mayaman, lahat ng mga negosyante (these party-lists used by the rich, by all business personalities)," he assured.
Some of the groups have already condemned Duterte's calling out of these party-list groups.
In an interview over ANC on Wednesday, March 30, Bayan Muna Party-list Representative Carlos Isagani Zarate said this is just an election strategy of the President against the opposition.
"We certainly condemn this. The chief red-tagger, President Duterte, is doing it again," Zarate said.
"This is actually not new, but what is condemnable is clearly, they are doing this in this time of election to not only attack the Makabayan bloc, but attack the entire opposition," he added.
