MWSS-RO to announce bill rebates for affected Maynilad customers in Muntinlupa, nearby areas

The Metropolitan Waterworks and Sewerage System-Regulatory Office (MWSS-RO) will meet with customers of Maynilad Water Services Inc. on March 30 to discuss the bill rebates that they will get due to prolonged water service interruptions (WSI).

According to MWSS-RO, Maynilad implemented WSI from December 2021 to February 2022 in the supply zone of its Putatan Water Treatment Plant located in Muntinlupa, affecting its customers in Muntinlupa, Parañaque, Las Piñas, and Pasay; and the cities of Bacoor, Imus and Cavite, and municipalities of Rosario and Noveleta in Cavite.

In its letter to Muntinlupa Mayor Jaime Fresnedi, the MWSS-RO said it investigated Maynilad to determine if the water company “failed contractually on its service obligations, and to impose the appropriate penalties on the Concessionaire, in relation to the said WSIs.”

On Feb. 22, the MWSS-RO issued Resolution No. 2022-02-CA wherein it decided to impose a financial penalty on Maynilad due to the “unusual and prolonged WSIs from December 2021 to February 2022, attributable to the failure of its Putatan Water Treatment Plants (PWTP).”

MWSS-RO revealed that it imposed a financial penalty of P63.97 million on Maynilad as the company “failed to meet its Service Obligation of ensuring the availability of an uninterrupted 24 hour supply of water at seven (7) pounds per square inch (psi) minimum pressure to all connected Customers in its Service Area.”

“Customers within the PWTP Supply Zone were found to have been deprived of water service obligation for at least fifteen (15 days), which adversely impacted their health and welfare. The MWSS RO is set to implement the financial penalty in the form of bill rebates to affected Maynilad customers within the PWTP’s Supply Zone by April,” according to MWSS-RO.

Regarding the bill rebates, the MWSS-RO will hold a Public Information Drive from 9 a.m. to 11:45 a.m. on March 30 at the Muntinlupa Sports Complex in Barangay Tunasan. It will also be streamed via Zoom and Facebook.

In the public forum, the MWSS-RO will “provide information on the nature, scope, and other details of the implementation of the Rebate Program to the affected men and women Maynilad account holders in Metro Manila and Cavite” and “explain and clarify the bill rebates.”

Last Feb. 8, the Muntinlupa City Council held a public hearing and invited representatives from Maynilad and MWSS-RO to discuss the prolonged water service interruption in Muntinlupa, which lasted up to 18 hours per day while other areas had no water for days.

Muntinlupa residents also complained about the brownish water that came out of their faucets, making it unusable for drinking or cooking.
