Duterte appoints Aguirre's replacement at Napolcom, 2 other commissioners
President Duterte has appointed three more commissioners of the National Police Commission (Napolcom) who will serve as replacements for the three officials, including Vice Chairman and Executive Officer Vitaliano N. Aguirre II, whose terms of office ended on March 7.
Lawyer Alberto A. Bernardo, former Deputy Executive Secretary for Internal Audit (DESIA), was appointed as Aguirre's replacement.
Bernardo previously served as alternate of the Executive Secretary in the National Coast Watch Council (NCWC), the National Cybersecurity Inter-Agency Committee (NCIAC), and in several other committees. He was also designated by the President as a Board Member, in ex-officio capacity, of the Career Executive Service Board (CESB).
A CPA-lawyer with a rank of Career Executive Service Officer I (CESO I) in the career service, VCEO Bernardo also holds doctoral degrees in Peace and Security Administration and in Criminology, and a masteral degree in National Security Administration.
Duterte also appointed Ricardo P. Bernabe III and Beatrice Aurora A. Vega-Cancio to replace Job M. Mangente, and Zenonida F. Brosas as commissioners.
Bernabe served as undersecretary for Strategic Action and Response (STAR) Office in the Office of the Executive Secretary in Malacanang.
The STAR Office exercises control and supervision over the Presidential Complaint Center (PCC) and the 8888 Citizens’ Complaint Center providing oversight of the government’s programs to ensure quick response to public concerns and complaints.
He was likewise designated as an ex-officio Board Member of the CESB. Commissioner Bernabe, who comes from a family of lawyers, was an Associate General Counsel of the San Miguel Corporation prior to his appointment to the Office of the President in 2016.
Vega-Cancio, on the other hand, was a former assistant secretary in the Office of the Special Assistant to the President (OSAP). Prior to her appointment to the Office of the President, she was a Senior Associate at the prestigious Calleja Law Office.
With the assumption to office of the new set of Commissioners, the Naplcom is presently composed of Interior Secretary and Napolcom Chairman Eduardo M. Año, Bernardo, Edilberto Leonardo, Bernabe, Vega-Cancio, and Chief, PNP, Police General Dionardo B. Carlos as ex-officio Commissioner.
Section 4 of Republic Act No. 8551 provides that the NAPOLCOM shall be composed of a chairperson, four regular commissioners and the Chief of the PNP as ex-officio commissioner. Three of the regular commissioners shall come from the civilian sector and one of whom shall be designated as the vice chairperson.
The fourth regular commissioner shall come from the law enforcement sector. It further provides that at least one of the commissioners shall be a woman.
