CSC chair Bala lauded by Belgica; hopes her successor will be as 'committed, dedicated'
Anti-Red Tape Authority (ARTA) director-general Jeremiah Belgica is keeping his hopes up that the next Civil Service Commissioner (CSC) chairperson will be as committed and dedicated to fighting government red tape as the predecessor who just retired from the position.

Belgica made the statement following the retirement of CSC Chairperson Alicia Dela Rosa-Bala from her post on February 2, ending her seven-year tenure.
In a statement, Belgica lauded Bala's legacy as CSC's head and thanked her for her contributions to ARTA's efforts in improving the country's competitiveness.
"Her leadership has made a significant difference in the quality and responsiveness of our government services to the Filipinos," he said.
He hoped that Bala's successor will possess the same traits as her.
"It is our hope that the next chairperson is equally committed and dedicated and will continue to push for streamlining, reengineering, and efficiency across all agencies," he added.
According to Belgica, the CSC, under Bala's leadership, has been a recognized partner that helped ARTA achieve its milestones, particularly the crafting of the Implementing Rules and Regulations (IRR) of the Ease of Doing Business Act.
Republic Act 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018 was the measure that established ARTA.
Belgica said that even before ARTA was formed, Bala has been a leading voice in the fight against red tape in the government as she kicked off various anti-red tape initiatives.
"She has been a close ally, advocating for ease of doing business and efficiency in government services," he said.
"She backed ARTA in all of its endeavors and contributed to various projects such as the Whole-of-Government (WOG) Reengineering Guidelines and Manual and the Report Card Survey (RCS) 2.0, among others," he added.
Last week, Cabinet Secretary Karlo Nograles said that President Duterte already has a shortlist of people whom he will appoint to the CSC, Commission on Elections (Comelec), and the Commission on Audit (COA) following the retirement of their executives this week.
