Presidential aspirant and Manila Mayor Francisco “Isko Moreno” Domagoso said the Boracay Island Development Authority (BIDA) bill should not be passed into law.
Domagoso asserted this at the Kapisanan ng mga Brodkaster ng Pilipinas (KBP) Presidential Forum on Friday, Feb. 4.

“Unang una, hindi lang boses ang dapat kunin sa stakeholder. Yung kita na iyon, dapat mapagyabong doon sa local government na yun. Marapat lamang na na-enjoy nila ang yamang dagat o turismo o mineral sa kani-kanilang pamahalaan (First of all, the voice of the stakeholder isn't the only thing that should be accounted for. Their earnings should also improve the local governments. It’s only right that they enjoy the benefits of their natural resources and tourism in their governments,)” explained Domagoso.
Domagoso explained that the creation of a BIDA would be redundant because there are already existing laws and governing bodies to regulate tourism and development such as the Department of Tourism (DOT).
“And I do believe there is enough law addressing our tourism regulation. So sa akin, para hindi na tayo magdagdag ng gastusin sa gobyerno, wag na tayong magdagdag ng bureau na meron naman nag-eexist ngayon na sapat, na epektibo, at mga lokal na pamahalaan nakikinabang sa ekonomiya, trabaho, hanapbuhay, at negosyo sa lugar na yon (I think that in order to not increase government spending, we should not create a bureau that already exists, that is effective, and the local government should oversee the economy, business, and employment in that area),” he said.
“Let’s not fix something that is not destroyed... national government should support the local government in that area,” Domagoso added.
The BIDA bill which was approved last September 2021 will see the creation of the government-controlled Boracay Island Development Authority to push for sustainable tourism, commercial, and economic development within the Boracay Island Development Zone in Aklan, Western Visayas.
