The Quezon City Police District (QCPD) announced on Wednesday, Feb. 23, that it has already filed charges against the police officer who shot a 22-year-old student on Scout Rallos Street in Barangay Sacred Heart, Quezon City last Feb. 8.
Police Lt. Col. Alex DJ Alberto, QCPD Kamuning Station (PS 10) commander, identified the suspect as Cpl. Reymark Rigor, 28, also assigned to PS 10.
According to the police report, victim Adrianne Castor of Brgy. Sienna, Quezon City, was on his way home onboard a Grab car at around 9:47 p.m. on Feb. 8 when the suspect, who was riding a motorcycle while under the influence of liquor, blocked their vehicle along Scout Rallos St.
For unknown reason, Rigor suddenly pulled out his gun and poked it at the victim.
The suspect, however, hesitated to fire and, instead, went back to his motorcycle and drove away, but his vehicle crashed on the road.
To avoid the suspect's path, Castor alighted from the car to assist the Grab driver find an alternate route at a U-turn slot.
However, the suspect stood up and shot Castor in the chest.
The student was rushed to the East Avenue Medical Center.
According to the PS 10 report, Rigor voluntarily surrendered to his superiors at the police station on Feb. 10 and turned over his 9mm pistol without a magazine.
Rigor was charged with frustrated murder and violation of Republic Act 10591 or "illegal possession of firearms and ammunition."
Police said Rigor posted a P200,000 bail for his temporary liberty on Feb.18, but he was confined inside Camp Karingal while undergoing administrative hearing.
The police officers, who were assigned to investigate Rigor's case, were also restricted in the police camp to undergo a "pre-charge investigation" for neglect of duty over alleged failure to properly probe the incident.
