PhilHealth @27: Responding to the ever-changing needs of the times

Needless to say, the health crisis brought about by the coronavirus disease (COVID-19) pandemic has changed the ways of the world. 

Faced with a wide range of restrictions, changes and adjustments in public health mandates were necessary to respond to the disruption COVID-19 has brought to governments and systems across the globe. 

While the pandemic continues to challenge the country’s health system, in particular, the Philippine Health Insurance Corporation (PhilHealth) remains steadfast in its commitment to providing a sense of security and stability to the Filipino people. 

As it celebrates its 27th anniversary this year, PhilHealth continues to respond to the needs of the times by remaining true to its mandate of ensuring that every Filipino will have access to quality health services as mandated by the Universal Health Care Law. 

Rising above the challenges 
PhilHealth was a result of the public's strong clamor for health insurance which is “more comprehensive” when it comes to covered population and benefits. 

Signed by President Fidel V. Ramos on Feb. 14, 1995, the National Health Insurance Act of 1995 or Republic Act 7875 has paved the way for the creation of PhilHealth with a mandate to provide social health insurance coverage to all Filipinos. 

As the state insurer, PhilHealth became responsible for the provision of health insurance coverage to those in need. It was also established to ensure “affordable, acceptable, available and accessible” health care services to all Filipinos. 

Despite the challenging times, PhilHealth continues to serve as a partner for every Filipino when it comes to their health needs. Guided by vision, mission, and core values, PhilHealth will continue to provide health insurance benefits to the expanding proportion of the country’s population.
