Cloudy skies, scattered rains likely due to two weather systems, PAGASA warns
Most parts of the country will continue to experience cloudy skies with scattered rain showers due to the shear line and northeast monsoon, locally known as “amihan," the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said on Saturday morning, Dec. 31.

In a public weather forecast, PAGASA Weather Specialist Grace Castañeda said shear line, an area where the cold and warm winds meet, is affecting the eastern section of Southern Luzon.
“Ngayong araw, maulap na kalangitan ang mararanasan dito sa silangang bahagi ng Southern Luzon dulot ng shear line (Today, cloudy skies will be experienced in the eastern section of Southern Luzon due to shear line),” said Castañeda.
The weather system is particularly affecting Bicol Region and Quezon. Individuals residing in these areas were told to be vigilant against possible flash floods and landslides during moderate to at times heavy rains.
Apart from the shear line, the northeast monsoon is also bringing cold winds and cloudy skies with rains over most of Northern and Central Luzon.
Areas particularly experiencing the effects of this weather system include Cagayan Valley, Apayao, Kalinga, Aurora, Ilocos Region, the rest of Cordillera Administrative Region, and Central Luzon.
As of 8 a.m. on Saturday, the five lowest temperatures attributed to the continuous surge of the northeast monsoon were recorded in Baguio City (15°C), Basco, Batanes (18°C), Malaybalay, Bukidnon (18°C), Tanay, Rizal (19.6°C), and Tuguegarao City, Cagayan (20.5°C).
“ Metro Manila maging sa nalalabing bahagi ng bansa ay magiging bahagyang maulap hanggangang sa maulap ang kalangitan. Meron lang tayong mararanasang isolated na pag ulan dulot ‘yan ng mga localized thunderstorms (Slightly cloudy skies will likewise prevail in Metro Manila and the rest of the country. We may also experience isolated rains due to localized thunderstorms),” Castañeda added.
No weather disturbance is expected to develop or enter the Philippine area of responsibility (PAR) within the forecast period, said the weather specialist.
