Immigration Commissioner Norman Tansingco said 22-year-old Zeng Zhanhong was about to board an Air China flight to Beijing when an alert immigration officer found his name in the Interpol blue notice as a fugitive from justice.

Zeng is allegedly a member of a criminal syndicate in Shandong province where authorities there issued an arrest warrant against him for operating an illegal gambling site in the internet.

Tansingco said the Chinese Embassy was immediately notified about the case and the fugitive was arrested by lawmen upon arrival in Beijing.
