The Department of the Interior and Local Government (DILG) ordered the Philippine National Police (PNP) to strictly enforce regulations pertaining to the display of commemorative plates in the vehicles.
DILG Secretary Benjamin ‘Benhur’ Abalos Jr. said the PNP, through its Highway Patrol Group (HPG) will be coordinating with the Land Transportation Office (LTO) to determine the restrictions on the use of the commemorative plates by the motorists.
“Nakatanggap kami (DILG) ng mga ulat sa hindi tamang paggamit o paglagay ng mga commemorative plates ng ilang mga indibidwal salungat sa isinasaad sa ilang regulasyon (We received reports on the inappropriate display of commemorative plates by some individuals contrary to some (LTO) regulations),’’ the DILG noted.
Under Malacañang Memorandum Order 405, series of 1996, it is unlawful for the vehicle owners to replace or install the commemorative places at the back of the vehicles or in the space provided for the regular license plates.
“Hindi rin ito (commemorative plates) dapat ginagamit ng higit pa sa anim na buwan (This should not be used for more than six months),’’ it added.
LTO Administrative Order 2010-21 also states that commemorative plates should not be put on top of the regular license plates and should be displayed beside the actual plates at the front of the vehicles.
“Bawal itong ilagay (commemorative plates) sa likod ng sasakyan (It is prohibited to place them at the back of the vehicles),’’ the LTO maintained.
Abalos pointed out that having commemorative plates is not a license for the motorists to violate or disobey traffic regulations, assuring that errant drivers will be apprehended and given the appropriate penalties.
“Patuloy po tayong (DILG) mangunguna upang matiyak na mapaiiral ang mga mahahalagang batas at kautusan ukol sa commemorative plates (The DILG will continue to lead to ensure that the important laws and regulations in the use of commemorative plates are enforced),’’ the DILG insisted.
Aside from the private motorists, Abalos also reminded the drivers employed in government agencies to strictly adhere to the rules in the use of commemorative plates.
“Ang ating pong pagsunod at pakikiisa sa mga nabanggit na batas ukol sa commemorative plates ay ang ating malaking ambag tungo sa mas maayos na sistema ng transportasyon sa bansa (Our adherence and cooperation in the said commemorative plate law is our major contribution towards the orderly transportation system)’’ the DILG continued.
